Foreword:
Chinese National Association of the Deaf, R.O.C. established on August
9, 1992, was initiated and organized by Chinese overseas deaf from
the United States and domestic enthusiastic far-sighted deaf in different
walks of the society. It is also a national legal social group, with
domestic and foreign people to work together for the welfare of the deaf
education and for the purpose of sign language learning. The purpose of
the Association is to improve the deaf living through the activities on
deaf culture, arts, skill, sports and publishing in accordance with
the current government policy. Meanwhile, it aims to promote and develop
the living space free of obstacles to the deaf and further protect their
rights, interests and well-being.
Purpose:
- Eliminate the obstruction between the deaf and the hearing people,
assist government in promulgating and implementing "the Law for the
Protection of the Handicapped".
- Review and promote the education of sign language adn assist the
deaf in removing their obstacles to communicate with people.
- Improve the deaf school, employment, medical care and support and
seek for a living space free of obstruction.
Goal:
In the economic prosperity and the advancement of science and technology
in Taiwan, the change of social structure is too fast, most people enjoy
satisfactory high degree material life though, the living quality of the
deaf falls behind that of normal people far and more serious than that of
the blind and lumb disabled. Some groups of the deaf negelected to take the
interests of the rest of the deaf into consideration but exerting
themselves respectfully, a group of outstanding Chinese overseas
intellectuals of the deaf feel sorry in witnessing the phenomenon and
attained common preception on the promotion of the idea "to serve
and bring benefit to the deaf". The establishment of Chinese National
Association of the Deaf, R.O.C. is aimed at resolving different
problems of the deaf, the Association offers ample information about
the welfare of the deaf and the service of the consulation on various
relevant problems, seek for a place of proper recreation activities
and perfect welfare project. Under the programming and study of
the Association, based on the enthusiam to serve the deaf, all
members will exert themselves in common for the fulfillment of the
idea of high quality welfare of the deaf, the realization of the ideal
that all the deaf may enjoy a living environment wihtout obstruction,
a perfect system and the promotion of a warm and harmonious society
for the deaf.
Service:
- Do research and investigation on the deaf education and welfare.
- Train sign language instructors and provide services for sign
language interpretation.
- Coordinate educators, social workers, psychologists, legal
consultants and medical professionals to work for the deaf.
- Encourage and assist the deaf in publishing works and protect
their authorization.
- Offer sign language lessons in different levels, oral training
and other related lessons.
- Sponsor seminars and the exchange activities on arts or sports to
explore the deaf potential to the public.
- Participate in the global conferences and the exchange activities with
other countries to elevate our prestige in the world.
- Provide the deaf with information on emplyoment, job-transfer
consulting and urge enterprises to offer the deaf job opportunities.
- Apply for the government's subsidy in sponsoring job-training
lessons for the deaf.
- Other items of relevant studies and welfare on the deaf.
Logo of the Association:
The logo is based on the initials of the name of the association in English, CAD (Chinese
Association of the Deaf) with the Chinese charater "¤¤" which means "China", inside
the heart shape. The fractions on the upper left and the lower right of the Chinese
character "¤¤" symbolize the defect to be deaf while the heart shape represents the deaf
people are of one mind to promote the well-being of the deaf and achieve a living
environment free of obstruction and a happy, harmonious life for the deaf.
Prospective:
We deeply anticipate to fulfill the commitment for the deaf education,
sign language learning and welfare, through every effort by the Association
as well as the handicapped groups to carry on the planning of the
handicapped welfare. Our deaf people will own a living space free of
obstacles. In addition to that, we eventually aim at establishing a
nation-wide network of sign language to provide deaf people a better
communication and an enjoyable life.
Membership:
- Individual member
A citizen of the Republic of China of integrity committed to this Association
would be admitted as an individual member by the approval of the board of
directors and with the membership fee paid.
- Group member
Any special education organizations or relevant groups would be admitted as a group
member of this Association by the approval of the board of directors and with the
membership fee paid.
- patronizing member
An individual enthusiastic to public welfare or social charity groups committed
to Association recommended by the board of directors and the approval of the meeting
of members would be a patronizing member.
- Honorable member
An individual devoted to contributing to the deaf welfare and education and
promoting sign language learning would be recommended as an honorable
member by the approval of the meeting of members.
